Iskaara Trader's Ottuk can be purchased from Tattukiaka in Iskaara in exchange for two necklaces that drop in the Vault of the Incarnates raid:

•  [Eye of the Vengeful Hurricane] from Dathea, Ascended
•  [Terros's Captive Core] from Terros

The necklaces can be from any difficulty in the raid, and they do not have to be from the same difficulty.

There are no guarantees when you purchase an ottuk from Tattukiaka. At least they're cute.
