Jerry Carter can be found in the Caverns of Time instance, Escape from Durnholde Keep. He and Jonathan Revah are commemorating a new tower built between Tarren Mill and Southshore. It's unknown what became of him.

Trivia
He is an inside joke for the famous PvP in hillsbrad. While the two are commemorating their friendship between Tarren Mill and Southshore, they don't know what the future holds.
Another possibility for the appearance of these to characters is political. Revah, (a Palestinian last name) is standing next to Jerry Carter discussing the peace between two lands. A strange coincidence seeing that President Jimmy Carter released a book "Palestine: Peace Not Apartheid" but this may be digging too deep into things.
