The Jingling Bell is one of the four possible pets inside gifts under the big tree in Ironforge and Orgrimmar during the Feast of Winter Veil seasonal event.
It can also be found in the Auction House throughout the year. The reindeer is one of the more desirable, and therefore more expensive, of the four possible Winter Veil pets.
