Kirin Tor Tavern Crawl is a micro-holiday event added in patch 7.1.5.
It was scheduled to first appear on January 31, 2017, but was disabled due to issues that hadn't appeared during the PTR and that could not be corrected via hotfix.[1]
Event
The mages of Azeroth like to relax, too. Hop into a portal at your local watering hole and join the Tavern Crawl!
Getting started
At an inn in Dalaran, you will find either a gnome by the name of Tipsi Wobblerune (for the Alliance) or a blood elf called Anebria Sunwine (for the Horde). Talking to them will take you to a random inn around the world. After a few minutes, a new tavern is randomly selected and the group moves along there. You can press the 
[Last Call] button or take the portal to move on.
If you get left behind on the tavern tour, you can catch up by speaking to the mage's projection in the current tavern you are in. Each location has drink and food that you can interact with. The food will grant a 
[Well Fed] buff. There are also additional Tavern Enthusiast NPCs in each tavern enjoying the holiday.
Around the inns you will find Discarded Packages. Opening one will put a hat on your head.
