Patch changes

• Patch 10.1.0 (2023-05-02): Redesigned – Unleash a flurry of disruptive magic onto your target, stealing a beneficial magic effect every .5 seconds for 4 seconds. Castable while moving, but movement speed is reduced by 40% while channeling. Replaces Spellsteal.

  Old: Spellsteal steals all spells from the target, now has a 30 sec cooldown and costs 300% more mana.
  

• Patch 9.1.0 (2021-06-29): Spellsteal now costs 300% more mana. Now Arcane only.
  
• Patch 9.0.1 (2020-10-13): Now requires level 40 (was 70).
  
• Patch 8.0.1 (2018-07-17): Converted from a rank 40 honor talent to a level 70 PvP talent.
  
• Hotfix (2016-08-26): Kleptomania cooldown increased to 30 seconds (was 15 seconds).
