Librarian Garren is a human quest giver on the Amber Ledge in the Borean Tundra. He was sent from Dalaran to Amber Ledge to chart and monitor the increase in earth quake activity in the local area. The quakes are exposing energy fields of chaotic power which are of great concern.

Interestingly, he appears to wear the old Dalaran tabard, worn by NPCs near Ambermill in Silverpine Forest. It is only obtainable by wearing the 
[Dalaran Wizard's Robe], although the librarian is wearing a 
[Lesser Wizard's Robe] with the tabard.
