Lingering Numbness is a conduit for monks. It drops from Huntsman Altimor in Castle Nathria, So'leah in Tazavesh, the Veiled Market, and the Jailer in the Sepulcher of the First Ones.
It can also drop from various Shadowlands rare spawns, world quests, and Covenant Callings, scaling to your item level.
