Master Daellis Dawnstrike is a blood elf located with other Sunfury bowmen west of Manaforge Duro in Netherstorm. On Prince Kael'thas' orders, Daellis led the attack against Kirin'Var Village.
Custodian Dieworth wants Daellis dead. Dieworth mentions that Daellis wore a tabard "with a device I've never seen before"; the tabard actually being the 
[Blood Knight Tabard]. It is unknown why an archer like Daellis would be wearing a traditional Blood Knights armor and tabard.
