Nature's Splendor was a talent in the Balance tree, you will need to spend 11 points in Balance to max it.

Notes

This talent doesn't change the amount that the affected spells tick for, it simply adds new ticks of the same value. This means that for the same amount of mana, you get more healing (damage) done, but over longer time period.
