Recover Norgannon's Shell from Archivist Mechaton. Contact Brann Bronzebeard with 
[Brann's Communicator] once you've accomplished this.
If you lose Brann's Communicator, speak to Moteha Windborn at the Grom'arsh Crash-Site to replace it.
