Omarion's Notes - Pages 3 & 4 is looted from a Lost Page at [36, 71] in the center of the first room in the Arachnid Quarter in Naxxramas. Handing this item in to Master Craftsman Omarion at Light's Hope Chapel in the Eastern Plaguelands will add 
[Pattern: Glacial Epaulets] and [Pattern: Glacial Leggings] to his shop.
This is one of the criteria of 
[Putting Wilhelm Out of Business], which requires the 
[Wards of the Dread Citadel] achievement and finding and turning in [Omarion's Second Handbook].
