Onyxia's Elite Guards spawned in Stormwind Keep in Stormwind City when a player was on the quest 
[60R] The Great Masquerade. Low-level players were advised to back and away and watch rather than getting involved, or else risk a swift demise.
They were originally disguised as Stormwind Royal Guards.
