Oskiira the Vengeful is found just south of Talon Altar in Spires of Arak. Behind Oskiira lies a nest of broken eggs, around the nest lies the remains of a dread raven and three Sethekk Chosen.
The first time killed, Oskiira will drop 
[Oskiira's Mercy] and 20-30 
[Garrison Resources].
While seemingly a ghost, Oskiira is currently of the beast type.
