Penny Pouch is a random drop from the

The Headless Horseman drops the Penny Pouch at a small % rate.
Trivia[]
It has only one slot, making it the smallest bag along with the 
[Satchel of Security]. It is the only bag that can be unequipped while an item is inside of it, a miniature bag of holding.
