Patch changes

Patch 9.0.1 (2020-10-13): Phoenix Flames is no longer a Talent and is learned by all Fire Mages at level 19. Now Phoenix Flames has a 25 second recharge time (was 30 seconds), damage increased by 15%, and no longer guarantees a critical strike. Now deals reduced damage on secondary targets.
Patch 8.0.1 (2018-07-17): added.
