Ragamuffins are homeless children who have apparently formed street gangs in order to survive. They can primarily be found on the Jansen Stead in Westfall, where they will rush over or spawn when one of the other homeless citizens is killed, looting the corpse anything of value before the player has a chance.
They also spawn after Hogger's defeat in Elwynn Forest.
