Rallying War Banner is a toy that has a chance to drop from 
[7th Legion Supplies] or 
[Honorbound Supplies]. Depending on the faction, using it summons an Alliance Banner and Horde Banner and causes the player to shout "For the Alliance!" or "For the Horde!".
