Refreshing Waters is a conduit for shaman. It drops from the Council of Blood in Castle Nathria and Myza's Oasis in Tazavesh, the Veiled Market.
An ilvl 145 version is also rewarded from

It can also drop from various Shadowlands rare spawns, world quests, and Covenant Callings, scaling to your item level.
