The Reins of the Swift Spectral Tiger teach you how to summon a Swift Spectral Tiger mount. This item is obtained by giving Landro Longshot a code found on the Spectral Tiger loot card from the Fires of Outland TCG set. When a Spectral Tiger code is redeemed, both the 
[Reins of the Spectral Tiger] and the Reins of the Swift Spectral Tiger will appear in your inventory.
The Spectral Tiger loot card can be found in about 1/484 Fires of Outland booster packs. It's also present in the Archives and Reign of Fire sets.
