[Cataloged Research] at the Reliquary of Remembrance at Keeper's Respite in Korthia while on the PTR. When patch 9.1.0 went live, the effect was rolled into the 
[60] Relic Efficiency quest, offered at Tier 4 (honored) for free.
This item is not account-wide. Each character must purchase and use the item to gain the additional relic fragments.
