Resplendent Mist is a conduit for Mistweaver monks. It drops from High Adjudicator Aleez in the Halls of Atonement and the Guardian of the First Ones in the Sanctum of Domination.
It can also drop from various Shadowlands rare spawns, world quests, and Covenant Callings, scaling to your item level.
