The Roiling Blood of the Vanquished is a quest reward from  [50] Storming the Battlefields. For characters who chose the  [Azerite-Encrusted Timequartz] or  [Sphere of Suppressed Force] when completing Storming the Battlefield, this item can be purchased for 5  [Mark of Honor] from  Marshal Gabriel in Boralus or  Xander Silberman in Zuldazar.

Infusing the item at the Heart Forge will grant Rank 1 of the [Blood of the Enemy] Essence and leave behind  [Flakes of Blood].
