Rostrums of Transformation are found in Valdrakken as well as other larger camps or settlements in the Dragon Isles. They are marked on the minimap with the 
icon. Usually Glensera is standing by each one of those.
Most dragonriding mounts can be customized at a Rostrum of Transformation.
