This item can be fished from Floating Wreckage and fishing pools. It can also be purchased at the inn in Southshore and in Old Hillsbrad Foothills. (Note that this is not Alliance only.)

This item formerly provided 15 Stamina when consumed. Until patch 2.1.0, it stacked with stamina from any 
[Well Fed] buff, making it a cheap essential for raiders. It also saw a significant amount of use in low-level PvP battlegrounds, providing more Stamina than more easily obtainable Well Fed buffs.
The easiest way to obtain this item is to go into the Old Hillsbrad Foothills in the Caverns of Time, and to travel to Southshore where 
Barkeep Kelly <Bartender> has an infinite supply of the good stuff, for 2
a pop. Alternatively, the rum can be fished in Stranglethorn Vale, Dustwallow Marsh, Tanaris, Alterac Mountains, Azshara and Feralas (21).
