Runic Empowerment is a passive Frost death knight ability.

Patch changes

• Patch 10.0.0 (2022-10-25): Now learned at level 11 (was 21).
  
• Patch 9.0.1 (2020-10-13): Now learned at level 21 (was 55).
  
• Patch 8.2.0 (2019-06-25): Runic Empowerment has a 2% chance to proc per Runic Power spent (was 1.5%).
  
• Patch 8.0.1 (2018-07-17): Runic Empowerment has a 1.5% chance to proc per Runic Power spent (was 1%).
  
• Patch 7.0.3 (2016-07-19): Now a passive ability available only to Frost death knights (was a level 60 talent). Proc chance reduced to 1% per Runic Power spent (was 1.5%).
  
• Hotfix (2014-10-14): Blood Tap, Runic Corruption, and Runic Empowerment should no longer incorrectly trigger when attempting to cast Death Coil against an invalid target.
  
• Patch 6.0.2 (2014-10-14):
  • Redesigned. Now procs with a 1.5% chance per Runic Power spent instead of 45% from Death Coil, Frost Strike, or Rune Strike. Now available at level 60 (was 75)

  Old: When you land a damaging Death Coil, Frost Strike, or Rune Strike, you have a 45% chance to activate a random fully depleted rune.
