Arachnis
The Sack of Spectral Spiders drops from Arachnis, a rare spider that spawns in Lunarfall and Frostwall during Hallow's End, in garrisons that have purchased and used the 
[Creepy Crawlers]. Note that the condition applies to the garrison, and not to the player, so realm hopping using Group Finder will work to get to a garrison that has the spider.
Arachnis can only be looted once daily, but respawns every few minutes. If Arachnis does not drop the toy, do not loot it, and wait for the next respawn.
