It is an exclusive choice node with [Awakening] for Holy.

Patch changes

• Patch 10.1.5 (2023-07-11): Moved to a choice node with Awakening in row 10 for Holy (was row 8).
  
• Patch 10.1.0 (2023-05-02): Fixed an issue with Sanctified Wrath's tooltip duration.
  
• Patch 10.0.7 (2023-03-21): Removed from the class tree. Now a row 8 Holy and Protection talent.
  
• Patch 10.0.0 (2022-10-25): Now a row 10 class talent (was a level 45 Holy and level 50 Protection and Retribution talent).
  
• Hotfix (2020-11-09): Retribution damage increased by 50%.

  • Protection: Avenging Wrath lasts 25% longer and causes Judgment to generate 2 additional Holy Power.
  • Retribution: Avenging Wrath lasts 25% longer. During Avenging Wrath, each Holy Power spent causes you to explode with Holy light damage to nearby enemies.
    
• Patch 7.1.0 (2016-10-25): Now extends Avenging Wrath by 5 seconds (was 10 seconds).
  
• Patch 7.0.3 (2016-07-19): Redesigned as a level 90 Holy talent (was a level 75 talent for all paladins). Avenging Wrath lasts 25% longer and also reduces Holy Shock's cooldown by 50% for its duration.

  Old: Avenging Wrath lasts 50% longer and grants more frequent access to one of your abilities while it lasts.

  • Holy: Reduces Holy Shock's cooldown by 50% and increases its critical strike chance by 20%.
  • Protection: Your Holy Wrath now generates 1 Holy Power, and deals 100% additional damage.
  • Retribution: Reduces Hammer of Wrath's cooldown by 50%.
    
• Patch 6.0.2 (2014-10-14): Sanctified Wrath for Protection Paladins has been redesigned. Now increases the damage of Holy Wrath by 100% and causes it to generate 1 Holy Power.

  Previous effect: Reduces the cooldown of Judgment by 50%, and causes Judgment to generate one additional Holy Power. Avenging Wrath also increases healing received by 20%.
  

• Patch 5.4.0 (2013-09-10):
  • Holy: Sanctified Wrath now also increases the critical strike chance of [Holy Shock] by 20%.
  • Protection: Sanctified Wrath now causes [Judgment] to generate 2 Holy Power instead of 1 while Avenging Wrath is active.
    
• Patch 5.0.4 (2012-08-28): Redesigned as a level 75 talent for all specializations (was a tier 4 Retribution talent). Avenging Wrath lasts 50% longer and reduces the cooldown of Holy Shock, Judgment, or Hammer of Wrath by 50%.

  Old: Increases the critical strike chance of Hammer of Wrath by 20/40/60%, reduces the cooldown of Avenging Wrath by 20/40/60 secs and allows the use of Hammer of Wrath at all times during Avenging Wrath.
  

• Patch 4.3.0 (2011-11-29): Now increases the critical hit chance of Hammer of Wrath by 2/4/6%, down from 20/40/60%.
  
• Patch 4.0.1 (2010-10-12): Changed from Tier 8 to Tier 4, and from 25%/50% to 20%/40/60%.
  
• Patch 3.0.2 (2008-10-14): Added.
