Shai Cliffwatcher is a pandaren found overlooking Krasarang Wilds at the Winds' Edge south of the Imperial Granary on the southern border of the Valley of the Four Winds. He is situated next to a warning sign, bag of airy hops, and a rappelling rope to get to the bottom of the cliff.
