Various Commendation Officers for the factions of the Horde are located in all of the major cities; speak with the one with whom you'd like to raise your reputation, and give them the number of signets they ask for!

Heya, <class>, don't you know? The Horde is done with all of its collecting. We're just finishing up final preperations[sic] while we wait for the Alliance to finish their gathering. Then it will be time to ship everything over to Silithus for the war.
