Squadron Commander Vishax is a fel lord located on an unnamed Legion ship parked near Terminus in Antoran Wastes.
Getting to Vishax[]
To reach Vishax requires farming some items from Terminus mobs to permanently unlock a portal to reach his ship. The first part required is the 
[Smashed Portal Generator] from Immortal Netherwalkers. This is a drop rate of 10% for non-quest elite versions, and about 3% from world quest regular versions. This can be a grind, and the other parts will not drop if you don't have it in your inventory.
Once you have the portal generator, the 
[Conductive Sheath], 
[Arc Circuit], and 
[Power Cell] will quickly drop from Eredar War-Minds or Felsworn Myrmidons.
Combining them creates [Vishax's Portal Generator] which starts 
[45] Commander on Deck!. This will direct you to the south end of the Terminus boarding ramp, where the inactive Vishax's Portal is located.
Note that when you go through, this will automatically start his encounter, so don't go through without a plan (i.e. a group, 
[Lightforged Warframe Activator], ect.). If you've gone through by mistake, before you get hit by any attacks quickly use the gantry portal to leave.
