Patch 9.0.1 (2020-10-13): Now available at level 21 (was 40).
Hotfix (2018-09-26): Now properly reduces the target's melee attack speed and auto-attack damage.
Patch 8.0.1 (2018-07-17): Converted from a rank 10 honor talent to a level 40 PvP talent. Now slows melee attack speed by 80% (was 50%).
