Swirling Currents is a conduit for restoration shaman. It drops from Ingra Maloch in the Mists of Tirna Scithe, Lady Inerva Darkvein in Castle Nathria, and Lihuvim in the Sepulcher of the First Ones.

It can also drop from various Shadowlands rare spawns, world quests, and Covenant Callings, scaling to your item level.
