Synthebrew Goggles are provided by Goldark Snipehunter or Glodrak Huntsniper for Brewfest. The goggles can simulate the effects of being inebriated simply by equipping them. It is also just as easy to "sober up" by removing them.
This is rather useful for quests like 
[1-70] Catch the Wild Wolpertinger! / (Horde) or [1-70] Pink Elekks On Parade / (Horde).
The goggles are also required to complete 
[Almost Blind Luck].
Trivia[]
The quote on the goggles, "The goggles, they do something!", may be a reference to a quote, "The goggles, they do nothing!" from an episode of The Simpsons. The actual quote is "My eyes! The goggles do nothing!" but the mondegreen has been popularized as a meme.
It may also be a reference to the YouTube show, Is It A Good Idea To Microwave This?, where they exclaimed "The masks, they do nothing!" during one show and in the title sequence for each show.
