The Tabard of the Kirin Tor can be purchased from  Archmage Alvareaux in Dalaran for 1 once you have Friendly reputation with the Kirin Tor faction.

Note that mages start out as Friendly, so it is possible to get this tabard at any level on a mage.

• Patch 9.0.1 (2020-10-13): Item level modified and text changed from "level 80 dungeons" to just "Northrend dungeons" as part of the level squish.
