I know the descriptions are directly from Dark Factions, but I wouldn't say the content is exclusive to the RPG and thus non-canon as the RPG template states.

We don't need to guess, the hierarchy can be seen in game and unlike the elemental hierarchy, which dealt with races, the goblin hierarchy only deals with ranks, each of which is seen throughout WoW.

Trade princes, barons, trade fleet members, merchants, civilians, workers, and slaves. Only thing we don't see are the moguls and slavers.
