After having looked around on Waybackmachine, I've not been able to find any sources before patch 1.11 and the NPC id and quest id are consistent with patch 1.11 in the following link: Bronn (this being Bronn, the Everlook reputation goblin). Also to be found in the Patch 1.11 patch notes is the following line:

Bloodsail Buccaneers

New repeatable "turn-in" quests have been added to each of the goblin cities as a vehicle to raise the player's faction with them (while decreasing the player's Bloodsail Buccaneer faction) -- (Junkerd (talk) 12:30, 7 October 2017 (UTC))
