Distrust[]
This page says that the reason this is the only place in TB to have forsaken is an indication of the Tauren's distrust for the Forsaken, I find that unlikly, judgeing from the diolouge of multiple forsaken npc's, it seems Forsaken perfer cold lifeless places to live in, a Forsaken in Tarren Mill even mentions that he wishes that hillsbrad was filled with lifelessness. - Well, they are undead. Warm lively places aren't usually where you find undead.
