While the NPC is indeed called Marshal Windsor during his interactions in Blackrock Depths, and as such is listed under that name in those situations, he is also named Marshal Reginald Windsor during the quest A [58D] Jail Break! after he picks up his armor and weapons, and then even later in Stormwind, he is only known as Reginald Windsor. Since the term 'Marshal' in this case refers to Windsor's title rather than his name, Reginald Windsor is the game's ultimate version of the npc's name.
