Based on Thott I'd say that the Rig Wars -> Sovik part of this quest sequence isn't available to Alliance due to a faction alignment change (the goblin you need to talk to is now Horde rather than neutral) and thus Alliance can't do this even if they're willing to death run deep inside Orgrimmar.
