I've never seen it myself, but I'm not sure if the faire in Outland is different.. never visited the place when it's there.

I don't think it has ever appeared in WoW (although i don't know about them appering in outland either) - but in the gamefiles mechanical rudder can be found, so i guess they were going to appear, as flying Steam Tonks but never made it to the game. Aedror42 (talk) 19:34, June 8, 2010 (UTC)

No they've already appeared in-game at Area-52, as noted on the article.
