Tarecgosa's Visage is a transformation mount form gained by 
[Dragonwrath, Tarecgosa's Rest].
After the quest 
[70] Rhapsody in Blue, added in patch 10.1.0, players who obtained Dragonwrath and complete the Veiled Ossuary questline receive the [Lingering Echo of Tarecgosa], which adds Tarecgosa's Visage to the mounts tab.
