Patch changes

• Hotfix (2023-05-08): Blackout Kicks from Teachings of the Monastery now deal 15% reduced damage for Mistweaver Monks in PvP Combat.
  
• Hotfix (2023-04-10):
  • Mistweaver: Blackout Kick copies from Teachings of the Monastery no longer deal increased damage in PvP (was 15%).
  • Windwalker: Fixed an issue that caused the copied Blackout Kicks from Teachings of the Monastery to deal 15% increased damage in PvP combat instead of the intended 30%.
    
• Hotfix (2022-11-21): Fixed an issue that caused copied Blackout Kicks from Teachings of the Monastery to deal 20% less damage than intended.
  
• Patch 10.0.0 (2022-10-25): Now a row 4 Mistweaver and row 7 Windwalker talent (was a level 19 Mistweaver ability). The chance to reset the remaining cooldown on Rising Sun Kick when casting Blackout Kick has been lowered to 12% (was 15%).
