Tempest Barrier is a conduit for mages. It drops from Artificer Xy'mox in Castle Nathria, Kryxis the Voracious in the Sanguine Depths, and the Guardian of the First Ones in the Sanctum of Domination.
It can also drop from various Shadowlands rare spawns, world quests, and Covenant Callings, scaling to your item level.
