This quest concludes the  [Draconic For Dummies: Volume II] portion of the  [Blue Scepter Shard] fork of  [The Scepter of the Shifting Sands] quest chain to open the Gates of Ahn'Qiraj. Both the  [Narain's Scrying Goggles] and the  [500 Pound Chicken] forks must also be complete before Narain Soothfancy will offer the conclusion of the Blue Shard fork,  [60] The Good News and The Bad News.

Recover the 8 lost chapters of Draconic for Dummies and combine them with the Magical Book Binding and return the completed book of Draconic for Dummies: Volume II to Narain Soothfancy in Tanaris.

The note I received stated that the only known copy of "Draconic for Dummies: Volume II" was ripped into 8 parts and scattered to the wind! If you somehow manage to find those missing chapters, use this magical binding to put them back together and return to me.

While on this quest, if players have not looted any of the chapters, Narain says the following:

It... It's foggy, <name>. I can't see anything! Wait... Wait a minute. I see... I see Doctor Weavil's hideout. It... YES! I believe he is holding a chapter of the book!

• Note: These pieces are white items thus they are in the round-robin loot table and cannot be master-looted.

That means, for chapter 1, 6, 8 that require a raid, you have to ask the raid leader to change the loot rule to 'Free for all' or ask the owner of the corpse to check boss' corpse even if he doesn't have this quest. In the later case, if the owner logs off or HSs, this will make effort in vain. Before patch 2.3 you had to ask every single member of the raid to check the corpse in order to find out who'd be the owner, but now it's already possible to check this on the tooltip.

Chapter 6 still drops from the level 80 version of Onyxia as the level 60 encounter is no longer available. Chapter 8 from Ragnaros has a time limit upon entering MC. The precise time is unknown, but it is relatively short, under two hours at least. If you are trying for the page, it is suggested to avoid as much trash as possible to maximize your available time for bosses.
