Triggers at Moonclaw Vale and Bladesong's Retreat in Val'sharah during the Legion Assaults. Clear out the demons surrounding the Spires of Dread:
Use your special action button Throw Seed of Ruin (40 yd range) to destroy the Spire of Dread. If you have flying, you can just use it from the air to complete the first part, and avoid combat altogether. Once completed, Doomcaller Noromonde will spawn from the demon portal.
