Tier has three common meanings in World of Warcraft.
Armor
All classes in World of Warcraft have unique armor sets designed specifically for their own usage. Armor sets obtained through raiding are designated by tier.
With 
Legion all tiers from before 
has been deactivated.

Talents
Talents are arranged into tiers of 3 talents each, with higher tiers requiring higher character level.

PVP Talents
Il all PvP activities unlocks another talent grid. These talents will be unlocked individually via Honor levelling progression.
