Tortaka Refugees are tortollans located in the Tortaka Refuge in Vol'dun. One can be seen at the eastern end of Darkwood Shoal, being entranced by Songstress Nahjeen with Nahj'een's Song. After completion of 
[30-60] Wrath of the Tiger, refugees can also be found inside the Temple of Kimbul.
