Transients are homeless citizens of Westfall who can be found throughout the zone and appear to carry their belongings in bags on sticks, stereotypical of a hobo in American culture. They have a buff called "Hobo Stick" that has no effect but says "What's in the bag?"
Along with the other NPCs at the Jansen Stead, the Transients there will say things like "I miss being robbed by the Defias. At least they'd leave you a little something to eat from time to time."
