The Un'Goro Examinant is a titan orb that appears at Marshal's Stand after you have completed the 
[15-30] The Eastern Pylon, [15-30] The Northern Pylon and [15-30] The Western Pylon to examine the pylons, and the quest [15-30] Crystals of Power to gather the various colored crystals scattered around Un'Goro. It will inform you that the Watcher Nablya has requested your presence, and will teleport you to The Shaper's Terrace if you ask him.
From than on it'll be at Marshal's Stand permanently, and will teleport you back to the Shaper's Terrace if you talk to him.
