Unruly Winds is a conduit for enhancement shaman. It drops from the Stone Legion Generals in Castle Nathria, Hakkar the Soulflayer in De Other Side, and Dausegne in the Sepulcher of the First Ones.
It can also drop from various Shadowlands rare spawns, world quests, and Covenant Callings, scaling to your item level.
